I think he mixes up emergency and development. When the government has no money at all emergency aid is necessary for safety, education and health. Most of the donor are at the end of their money now and the emergency flow should be replace by a development effort.
But how ? The government is virtually absent. There is no land for building, setting up a company will cost you months, the “free education” initiative has everybody baffled with uncertainty about what it means and so on… The speeches of Martelly often look more like exercises in “Image building” than that they contain concrete plans.

Diplomaat Robbert van Lanschot schrijft in NRC dit weekend een artikel waarin hij stelt dat OS in Afrika al lang achterhaald is door de werkelijkheid: Een economische groei die veel hoger ligt dan die van westerse landen en vooral een oriëntatie op Azië. Portugal moet nu bij Angola aankloppen om steun. Wie had dat ooit verwacht.
Van Lanschot (Café Mogadishu) staat bij mij nou niet direct bekend om zijn genuanceerde blik op andere culturen maar zijn waarnemingen zijn interessant genoeg om een rol te spelen in het huidige debat over OS.

Puzzeltje : De VS investeert 120 M US Dollar Amerikaanse ontwikkelingshulp in de opzet van een groot bedrijvenpark in het noorden van Haïti. De Zuid-Koreaanse textielindustrie Sae-A gaat daar, op voormalig landbouwland, met die investering goedkope kleding maken voor de Amerikaanse markt: GAP, Wal-Mart, Banana Republic, K-Mart etc. De verwachting is dat die industrie sterk vervuilend zal werken op het milieu. In Haïti ontstaan hierdoor zo’n 30.000 banen waarbij de lonen op of net onder het minimumloon liggen (5 USD / dag). De activiteiten vinden plaats in een Free Trade Zone dus met minimale belastinginkomsten voor de Haïtiaanse overheid.
Is dit een win-win situatie voor alle betrokken partijen ?
Annelies Zoomers, hoogleraar ontwikkelingsstudies in Utrecht betoogt in Vice Versa dat het Nederlands ontwikkelingsbeleid zoals dat recent wordt vormgegeven deels achterhaald is.
- Zuid-zuid relaties zijn sterk in opkomst en worden onvoldoende onderkend in de huidige aanpak.
- De landen waar Nederland zich op richt liggen ook internationaal nogal in de schijnwerpers, daarom is het moeilijk daar onderscheidend te zijn.
- In aansluiting daarop is “resource grab” het grootste probleem voor veel landen. Bevordering van de belangen van het bedrijfsleven zou gepaard moeten gaan met nadruk op ecologische stabiliteit.
- remittance economies zijn sterk in opkomst. Maar Nederland herbergt nauwelijks een grote diaspora groep. Daardoor is het moeilijk een netwerk te onderhouden.
