Martelly: Money could have been spend on other things than on emergency

I think he mixes up emergency and development. When the government has no money at all emergency aid is necessary for safety, education and health. Most of the donor are at the end of their money now and the emergency flow should be replace by a development effort.

But how ? The government is virtually absent. There is no land for building, setting up a company will cost you months, the “free education” initiative has everybody baffled with uncertainty about what it means and so on… The speeches of Martelly often look more like exercises in “Image building” than that they contain concrete plans.
